Abstract

  • The transfer of knowledge and technologies from universities and non-university research institutions has been researched for many years. In addition to the derivation of scientific explanatory models, the focus is primarily on measuring the transfer process using suitable indicators. This involves increasing transparency in the transfer process and providing efficient control instruments. Additionally, the individual performance of the institutions should be improved 3 more in the interest of own continuous development and increasing transfer than competitiveness with other researchers and institutions. For generating innovations, the knowledge and technology transfer across system boundaries is an ongoing challenge for all stakeholders involved. While the organisations within a certain subsystem, e.g., economy, are relatively well networked, the intensity of the transfer processes to organisations of other subsystems, e.g. academia, is usually much lower. The same applies to the measurement and analysis of the processes and enablers. In the university sector in particular, detailed transfer indicators have been developed in the past in order to objectify the transfer of knowledge and technology "out of the university". Whether and to what extent this point of view coincides with that of stakeholders from economy and society is investigated in a cross-subsystem expert survey. It was carried out as part of the joint BMBF-project Transfer_i in the regions of Saxony and East Bavaria (Germany) in 2020/21. The report follows on directly the results published in the UIIN Conference proceedings last year.
